A person who has personally assembled a bobber motorcycle kit (or paid a mechanic to build one) must apply for a first certificate of title after complying with a few provisions. Before applying for the first certificate of title, you generally need to apply for a vehicle identification number (VIN) with your state department of transportation. This can often be done at your local county clerks office. And you will need to provide following:

  1. Written documentation authenticating that 100% of the parts used to assemble the bike are new and have never been used on another operating motorcycle. This is usually called an MSO and should be available from the kit supplier upon request. Its purpose is to assure law enforcement that the bike was not stolen or assembled from stolen parts.
  2. Proof of insurance;
  3. Payment of any tax, title fee, license fees; and
  4. Other information as required by your state -- possibly a safety inspection. And like any government administered review you are at the mercy of the individual doing the inspection. Your bike may get approved after a cursory inspection, or they might nit-pick at everything. It often depends on the personal temperament and mood of the inspector.

I am thinking of purchasing a kit bike and wondering how hard it is to title this type of bike in California? I had a friend that had a kit bike in CO and he had a hard time with titling his bike. Any links or information you can share will help.
